This article determined the critical supply routes with three approaches: cost, time and supply quality status and rating of supply critical routes in a network supply, finally. In this article, has tried that each three parameter: supply cost, supply time and supply quality status having an effective and efficient supply network and supply chain are very effective, considered in determine of supply critical paths in a supply network. It is important that the network be effective and efficient, cause to rapidly response to receive demands with higher quality and gain competitive advantage in competitive market and effective chain management.

A survey of CFA image compression performance
Since its inception, Color Filter Arrays (CFA) image compression has proved to be the most popular approach for image storage in single sensor camera imaging. CFA plays a very important role in the single sensor Digital Still Cameras (DSCs) to record intensity information of one color component at each pixel location. The captured image data is then compressed with different compression methods. CFA image compression introduced several innovative schemes to perform both lossy and lossless compression. Number of studies is available in the literature with respect to the performance of CFA image compression and its mechanisms. In this paper, a systematic survey of the CFA image compression in both lossy and lossless mode from 1991 to 2011 is presented. The surveyed papers discuss the coding techniques used and the resulting observations about compression performance in terms of bit rate PSNR of the reconstructed image.

Teaching competencies among special educators
Present research was designed to measure the teaching competencies among teachers of special education at school level. In this study stratified random sample of 50 male and female teachers was collected from various special education institutions. Among them 42 were female and 8 were male special educators. Finding of the study was beneficial for teachers and administrators and students of special education institution, if special educators learn the art of devising appropriate learning and instructional strategies for special learners this will certainly improve quality of special education.

Improving the message capacity by using CDMA Watermarking Scheme
In this paper ,We introduced a novel method DS-CDMA based watermarking scheme on the basis of orthogonal pseudorandom sequence subspace projection, In this paper a new idea to eliminate the correlation between the code sequences and the host images in the watermark extraction phase, and in watermarking scheme improve the hiding capacity of message sequence. In our proposed scheme implements the steps and performance checking under different attacks by a series of experiments. The results observe the Host image under different attacks and show the higher robustness and achieve the high capacity to hide the data. Structural and Vibrational Analysis of Hybrid Composite Marine Propeller
The conventional propellers for marine application are the standard Propulsion System for surface ships & underwater vehicles. These propellers are metallic alloy type like NAB (nickel aluminum bronze), NMnB, and MnAlb etc. Because of their high strength and stiffness, But they create more vibrations & noise, expensive machining process ,poor acoustic damping properties ,low corrosion & fatigue performance. The present proposed study on the composite marine propeller which is contrary to metallic propeller properties & has advantages like high strength to weight ratio, stiffness to weight ratio &has most unique characteristic shape adaptability. The propeller design is to be carried by The standard KCD-series model propeller with 5 blades.it require high end modeling to get a required hydrofoil shape is carried in CATIA .The structural &vibration analysis will be done in ALTAIR OPTISTRUCT FEA to compare the metallic & composite to evaluate the suitability of composite material for marine propeller. Than analysis is carried for different layup materials of composite propeller to get an optimum stresses, deflections and normal modes of frequencies.

Budgeting and Financial Accountability in School Management
This discourse is directed at highlighting the importance of financial accountability in school management. Budgeting is a managerial function that enables every administrator to efficiently utilize all financial resources available to the organisation. Financial accountability will be difficult to achieve in the absence of good budgeting. The role of the school administrator in effective budgeting, as well as the challenges to effective budgeting in the face of a negatively skewed national budgetary allocations are also highlighted. It concludes that effective budgeting will be difficult to achieve in the existence of financial uncertainties, policy inconsistency in educational development and increasing pressure on education facilities arising from growing demand for formal education in the public school system. It recommends the development of an education policy that will have a minimum life span of twenty years; and the development of a body of school system personnel that is compliant to the digital system of information management. A reliable information base and efficient information management system will go a long way in facilitating good budgeting practice and effective accountability.

Corporate Reengineering and E-Performance Appraisal (E-Pa) of Organizations in Nigeria
The paper examines Corporate Reengineering and Electronic Performance Appraisals (e-PA) of organizations in Nigeria. The purpose of this paper is to empirically investigate whether corporate reengineering provides some sort of positive or negative outcomes to Electronic Performance (e-PA) in organizations in Nigeria. Documentary and survey research methods are employed. Populations of interest are Human Resources Managers of both Government and private sectors, all in Rivers State. Data were drawn from 199 Human Resources Managers. After data cleaning, 86 copies of the questionnaires were used for analysis. The Multiple Regression Analysis Statistical Technique was used to analyze the data. The paper finds that there is a positive relationship between Information Technology and Perceived Usefulness; there is a positive relationship between Information Technology and Perceived-Ease-Of-Use. The paper recommends amongst others that: companies should apply self-service systems that provides employees and management the possibility to manage their own information online; software should be provided to allow employees observe parts of the online evaluations systems that points out various laments such as strengths and weakness; employment of e-performance appraisal electronic tool when adequately employed will invariably improve the corporations e-performance assessment process; corporation must provide a long in and password access to show a clear, transparent and confidential factor. Fiscal Policy as a Challenge on Oil Exporting Countries
Fiscal policy assumes the life-wire, and most critically, of resource volatilized economies, it is facing specific challenges both in the start run as regards microeconomic stabilization and fiscal planning, and in the long run, as regards intergenerational equity and fiscal sustainability. The paper demonstrated the fiscal policy challenges faced by oil Exporting Countries (OECs) in the past, including volatile revenue structure, weak budget system and sending pattern which often have given rise to high inflationary pressure, poor investment and low growth profile. The aim was to identify the weakness in the fiscal policy of oil-rich economies and make empirical assessment of policy impact on their economic growth. The paper revealed that fiscal policy of OECs had not significantly impacted on their economic growth, with more negative influence generated by crude oil prices, which is indicative of serious fiscal volatility and risk. It also showed that inflation and government spending had increased tremendously in oil exporting countries during upswings in oil surpluses and oil prices, suggesting that fiscal policies of OECs tend to be largely driven by government budgets, with less private sector leadership and developed market economic initiative. There appeared to be lack of evidence that fiscal crude oil surpluses accruing to OECs over the years have impacted significantly on economic growth of OECs, and this is indicative of fiscal policy weakness in translating abundant oil revenue into sustainable economic growth. To make a positive policy outcome for sustainable economic development in oil exporting countries, the budget process must be effectively managed, with the aim to decoupling government spending from volatile oil revenue, and institutionalizing private sector-led growth economy. Electronic Human Resource Management Strategy (E-HRM) and Organizational Success in Nigeria
This paper investigates Electronic Human Resource Management (e-HRMs) strategy and organizational success in Nigeria. The objective of this paper is to empirically investigate into the nature of Electronic Human Resource Management Strategy and to examine if organizations in Nigeria actually benefit from its use. EHRMS help organizations achieve competitive success through strategic people. Such requires a fundamental strategic change in how managers think about organization’s workforce and how they view the work relationship. Data were obtained from 10 organizations constituting 100 Human Resources Managers of both government and private sector businesses, all in Rivers State of Nigeria. Data obtained from the field were analyzed using Multiple Regression Statistical Techniques. The paper finds that there is a significant relationship between the rotational e-HRMS and productivity improvements. This paper further revealed that there is an inverse relationship between relational e-HRMs and cost reductions. The paper recommends that organizations in Nigeria whether small or large should learn to engage the use of web-based technology to facilitate human resource processes; the application of the web-based technology will assist the corporation in reducing costs.
